In this month’s meeting we hold vote for the 2026 Association Board and take public comment on the art project for Tower Grove Ave under 1-44.
6:45 Meeting called to order (Dan)
Public Comment
- Recognition that Spire has left plates on Chouteau for an extended period of time.
- This is the last week of Songbird (restaurant)
- Neighbor commenting on a group of people who were brandishing guns at Choteau Park at 1a. This was on camera, but police were not called during that time, so no report was made. Neighbor states that police said they could not make a report unless a call was made at that time.

Treasurer’s Report (Evan)
- General Membership dues start over in new year; dues are pay-what-you-can
- Donations always welcome.
- Any dues or donations are cash or check only until we have a viable, long-term cashless option. We apologize for the inconvenience.
- Dog waste station was purchased for Choteau Park by FPSENA funds. We also have a volunteer who will help empty the dog waste station.
Crime & Safety Report (Officer Walker)
- Further discussion on group of people on choteau Park who were brandishing firearms. Group of people were threatening others for money. This incident occurred around 1:30a – 2:30a. Police drove by at 3a.
- Officer Walker reminds people to bring in packages so that they do not get stolen.
- Report that a bike was stolen and then the person came back to steal further items.
Neighborhood Updates (N.I.S. Ron Coleman)
- Neighbor claims that the Sarah recycle station may not be correct on the STL City website
- Neighbor clarifies that the hours of operation of the recycle station on Kingshighway are incorrect and that it is actually 24/7.
- Neighbor commented about drug use in Choteau Park. Ron recommends for neighbors immediately call the police.
- Officer recommends to leave a callback number whenever calling things in.
- Catalytic converter theft is increasing
- Reminder to lock all doors and windows.
- Officer recommends lighting up the outside of your house.
- Auto thefts are also increasing. Officer recommends for car clubs to be installed.
Ward 9 Updates (Alderman Michael Browning)
- Traffic study ongoing for Chouteau Ave.
- Plan is to add bicycle lanes on Chouteau Ave.
- Open House for Lindell traffic study. Similar traffic study will be completed for Choteau Ave
- Ongoing traffic calming on Taylor Ave. ADA ramps were also installed on Taylor Ave. Work is currently ongoing, so there are temporary asphalt ramps.
- Group of Aldermen had a meeting on spending all ARPA Funds. Alderman Browning claims that the city is now on track for spending all of the ARPA funds instead of returning the money.
- Kingshighway will be undergoing further construction.
- Alderman Browning recognizes that the Spire construction can be annoying to neighbors.
- City is undergoing further work for Tornado reconstruction.
- Demolition order for a house on Manchester Ave. Alderman browning recognises that further development can be done on the neglected property. All 6 homes are likely to be demo’d at some point.
- Neighbor asks question on whether the city has an updated snow plow plan.
- City is stocked up with salt. City will also pretreat the roads. City will still plow even if there are street plates.
- Alderman Browning is hiring for a new legislative assistant. ~$58,000/yr. Job application will be open for another week.

- Tree Planting on Norfolk Ave: STL Neighborhood Foresters is organizing a street tree planting volunteer event in Forest Park Southeast! Volunteer to help plant 34 trees along the 4200 and 4300 blocks of Norfolk Avenue. Native trees will be supplied through Forest ReLeaf’s Project CommuniTree. We’ll be digging holes, planting trees, and adding mulch rings around them. Tools and gloves will be provided – but bring tools if you have them. Wear warm layers. - I-44 Overpass Public Art Project Artist Concepts for Public Comment: A“community engagement kit” that includes poster boards of the proposals for the art project enhancements of the I-44 underpass at Tower Grove Ave are displayed alongside comment cards for people to fill out.
