In this month’s meeting we hear from Recorder of Deeds Michael Butler, crime updates, get updates throughout the ward and city, hear about the news and events happening in the neighborhood, and begin the nomination process for the 2026 Association Board.

6:50 – 6:52 pm Public Comment

  • Comment: Are new curb cuts on Taylor ADA compliant? The curbs are done first and then the street will be stripped and repaved. Then the street will be flush with the curb cuts.
  • When? The streets will not be repaved this year due to colder temps, so they will temporarily bump up the street to meet the curb.
  • Comment: Shoutout to Cammie for more planting at Chouteau park, looks great.

Treasurer’s Report (Evan)

    • Need to contact Cashapp because they wouldn’t let us do an organizational account
  • Request to buy dog poop bags at Newstead and Swan because residents let their dogs go and have had complaints on the smell. Get a container that Evan can empty since he lives close by

Crime & Safety Report (Officer Walker)

  • Big incident at airbnb where shots were fired, party was over and people were loitering after when shots were fired. 43XX Choteau by Ronald McDonald house.
  • Noise complaint at 4139 Manchester (Chop House), spoke to owner and spoke to caller so hopefully it dies down. Her son has a band and they were playing but other caller said something different. Tried to contact them but haven’t received a call back.
  • Giving out candy 4-6pm on Halloween night
  • Annual Guns ‘n Hoses event, ticketmaster selling tickets. November 26, 2025. https://stlgunsnhoses.com/ 
  • Brought free gun locks and hand them out at stations for free
  • Brought information about scams
  • Question about what Direct Patrol means, officers canvassing neighborhood. If you see SI it means shooting investigation, analyze shells to see what locations they match.
  • Comment: 4200 block Vista, previous owner moved all his cars from lot onto the street. Many don’t have plates, getting many complaints. Able to tow some of them, but not all. Big white box truck parking overnight. Can we ticket all cars that aren’t plated? Yes officer can go by there and call parking division. 
  • Comment: Tow truck on corner of Vandeventer and Boyle needs a ticket.

Neighborhood Updates (N.I.S. Ron Coleman)

  • Bulk pickup is supposed to be the week starting Monday, supposed to have it out BY Monday and they will get it by end of the week. If it’s not picked up by Th/Fri then can call or contact CSB.
  • There’s been a tire in the gutter in park for 3 months
  • Planting new trees in neighborhood, please water it (even in the winter).
  • Comment: All lights out on pedestrian bridge over highway. Not sure who’s lights they are, if hospital or MODOT. Will check on it
  • Comment: How long will street plates and rock piles be on Chouteau? Not sure, will check with Spire. It’s been coming up for many meetings now.
  • Trying to find a way to get homes on Manchester demolished, think we can do emergency demo on some.
  • Northpoint is still interested in Kingshighway project but working on financing and other things (Phase 1 (Oakland and Arco site)).
  • Newstead was paved
  • Comment: Are they done paving Manchester for the year? MODOT project will be phased in, starting further east and working their way west. Not sure when they will get to this section

Guest Speaker: Recorder of Deeds Office (Michael Butler)

  • Office handles anything with property or important paperwork (birth certificate)
  • Been in position for 7 years, prior to that was State legislator for 6 years. Grew up here, in Gate district. Used to operate Open Concept bar on Manchester. 
  • Improving online services
    • Website was old, but now it’s one of the top government websites in country.
      • Can order land deeds, marriage license, birth/death record online.
      • Clunky UX with ordering land deed, but want to improve in next 6 months by building own internal software. Feel free to reach out with suggestions if you are using it.
  • Used to have to go to different offices if going in-person, now put all retail needs in one office called Recorder’s Assistance Center (Room 127). Renovated space, comfortable. 
  • Working on reducing property fraud (common issue across the country). Identified in-person fraud filing so now require both parties be present when filing in-person (worry this would happen after Tornado event, so this came at the right time).
    • Passed out flyer to sign up for property fraud alert. Not preventative, but notifies you if someone is trying to do something.

Neighborhood News & Events (Dan)

  • 2026 Association Board Nominations & Elections: We’re looking for residents who want to help move our neighborhood forward! Nominate yourself to be a volunteer Board member on next year’s FPSE Neighborhood Association.
    • All positions are open for any resident to nominate themselves (due by the end of this meeting)
    • Nominees (and to vote) must be a dues-paying member.

  • Photos of Phase 2 Native Planting at Chouteau Park
    • Getting lots of nice comments about it
    • Will need more watering next Spring and Summer. It is watered by connecting to the fire hydrant or someone’s house across the street with a hose.
  • Monthly Litter Clean-up: We’re cleaning up the streets and select alleys throughout the neighborhood! Gloves and bags provided!

  • Neighborhood Tree Care
    • Date: Sunday, November 2
      • Mulching
      • Time: 10am (Winter time)
      • Location: Meet at the corner of Newstead & Oakland.
    • Dec. 7 @1pm – will be planting 42 trees along 4200 and 4300 blocks of Norfolk ave. Anyone can order trees from forest Releaf for a public space (CommunaTree block).
      • Our area had more requests than possible from the city, so this helps us plant more trees. Bring shovels, wheel barrows. But still come if you don’t have them.
    • No event in January, next will be in Feb. at 10am on first sunday
  • Social Gathering
    • Chouteau park to use up leftover beer and soda from Great Gathering
    • Oct. 25 from 4-6pm
    • Bring your own snacks
  • Electronic recycling event
    • Free for city residents Oct 25
    • Shout out to Record Exchange at Hampton and Eichelberger. They have a lot of used electronic equipment, they take donated CDs, VHS, etc.
