The Regulating Plan

A example from the Central West End Form based plan; a similar project to the Form Based District in Forest Park Southeast.

Park Central Development will begin work on a new neighborhood plan and form-based district  designed to regulate new construction and external renovations in Forest Park Southeast.

Form-based districts are relatively new to St. Louis and differ from traditional zoning codes. A form-based district focuses on buildings and land use in addition to regulating the construction and external renovations in a neighborhood. It helps ensure uniformity in streetscapes as well as preserve the historic fabric in the community.  By implementing the district, Forest Park Southeast will be creating design principles and guidance to developers, property owners and residents for future development in the neighborhood ( i.e. building heights, building materials, placement of structures, etc).

This new district will be similar to the Central West End’s form-based district, which was implemented as part of a planning process last year with Park Central Development leading the effort.  Park Central will also lead this initiative and will work with H3 Studios, who is serving as lead consultant to the project. Additionally, there is a fifteen person steering committee, comprised of Forest Park Southeast residents, developers, property owners and business owners.

In 2014, there will be plenty of ways to get involved in visioning for the future of Forest Park Southeast.  A series of four public meetings will take place throughout the year.  Keep an eye on our blog for future announcements.
